NDOWRA Helps Pass Landmark Wastewater Legislation

Years of hard work by our legislators, members of North Dakota Health Units, the Department of Environmental Quality (DEQ), and your NDOWRA Board have resulted in a new North Dakota law for on-site wastewater permitting, licensing, oversight, and training. Governor Kelly Armstrong signed SB 2267 into law on April 23, 2025. NDOWRA Board Members were present for the bill signing, as shown in the photo below.

We especially thank Senator Janne Myrdal for her unwavering commitment to on-site wastewater installers. Without her dedication, this legislation would not have become a reality. Thank you, Senator Myrdal, for listening and working so hard on behalf of our industry.

NDOWRA fought to ensure that installers had a voice in the legislation that brings North Dakota’s on-site wastewater systems in line with the Governor’s goals: first, to ensure the health and safety of our citizens, and second, to promote effective and efficient collaboration across all sectors of government. The newly enacted SB 2267 aligns with those objectives.

While the DEQ will have ultimate oversight, the ND Health Units will work in partnership with the DEQ to support best practices and standards among installers. NDOWRA will continue to collaborate with both the DEQ and the Health Units—especially in providing training for licensure and assisting installers with challenges related to permitting, inspections, or system installations. Together, NDOWRA, installers, DEQ, and the Health Units will be PARTNERS IN PROGRESS for all aspects of on-site wastewater systems.

We extend special thanks to Bruce Ellingson, NDOWRA President; Darren Jespersen, NDOWRA Vice President; and Terry Novak, NDOWRA Secretary and Treasurer, who dedicated countless hours in Bismarck attending hearings, meeting with legislators, and listening to installers to help move this legislation forward.
